Climate change adaptation and the imperative of implementing RA 9003 are essential, but encumbered by the following:

This can immediately address landfill problems since bio-degradable waste constitutes more than 50 percent of all urban waste. While at the same time, address the need for an essential and burgeoning demand for organic fertilizer -- a key farm input for the Department of Agriculture's thrust in organic crops production.
